After round-the-clock negotiations this past weekend in Vienna, the five permanent members of the UN Security Council and Germany (the “P5+1”) announced on 24 November that they have not yet been able to reach a comprehensive agreement to resolve the decade-long dispute centered on suspicions that the Islamic Republic may seek to build a nuclear weapon. Instead, they for the second time extended the interim agreement they concluded a year ago, giving themselves four months to produce a framework accord and then an additional three months to pin down the legal details and sign the document. Such an agreement might also open the door to wider cooperation between Tehran and the West on areas of mutual interest such as Afghanistan, Iraq and possibly Syria. If the negotiators ultimately fail, however, both the U.S. and Israel have said “all options”, implicitly including military ones, will be “on the table”.

Jon Greenwald, vice president of the Brussels-based conflict prevention organization International Crisis Group, is teaching an SPP course for Master’s Degree candidates this fall on “Iran and the West: Crisis Policymaking in Practice”, during which former senior Iranian and American  policymakers have made presentations and addressed  students’ questions. In a talk at 5:30 pm, Wednesday, 3 December he will discuss the negotiations and the implications of their success or failure.
